Justice officials said James formed a group dubbed Jam’iyyat Ul-Islam Is-Saheeh, or JIS, while in jail. Although there was no evidence of any links to Al-Qaeda or other foreign Islamic extremist groups, the accused men had adopted their cause, FBI Director Robert Mueller said. "These home-grown terrorists had raised the money, recruited the people, chosen the targets, obtained the weapons and set the date,” Mr Mueller said. However the FA’s choice to name the no-nonsense Italian has prompted mixed emotions. Former England captain Paul Ince said Capello’s impending appointment is a “sad indictment of English football”.
