Officials say the men came to Scotland ostensibly looking for work. “Our indications at this stage are the people who were involved in this incident had not been in Scotland for any length of time,” said Alex Salmond, Scotland’s first minister. In Scotland’s small Muslim community, it is some relief that evidently the attackers are not home-grown terrorists. “It’s not entirely surprising,” said Osama Saeed of the Muslim Association of Britain. “We’ve not seen a peep of this kind of extremism or al Qaeda terrorism here. I mean, you hear about these individuals in London and other places in England.

Whitehall sources said there had not been any specific intelligence and no one had claimed responsibility for the attempted bombings. Intelligence sources say that two rather than one car bomb points to the existence of a cell of al-Qa’ida sympathisers. The unsophisticated devices suggest a “home-grown” cell of radical British Islamists rather than a cell infiltrated from abroad. Deputy Assistant Commissioner Peter Clarke, head of Scotland Yard’s counter-terrorism command, said yesterday’s attack on Glasgow made it obvious that the public should be on their guard. MI5 said last year it believed Islamist radicals were plotting at least 30 major terrorist attacks in Britain and it was tracking some 1,600 suspects.

Kenny MacAskill, Scotland's justice secretary, made the comment as police searched several houses near the airport where the two men drove a burning vehicle into the airport's main terminal on Saturday. MacAskill said the perpetrators were not “born and bred here” and added: “Any suggestion to be made that they are home-grown terrorists is not true. ” He appeared to be saying the attackers weren't Scottish, but could have been from other parts of the United Kingdom — England, Wales or Northern Ireland — or from another country. Scotland is part of Britain, but has its own parliament with substantial powers and an executive led by the Scottish National Party, which advocates independence from Britain.
