Afghanistan’s mounting problems cannot be
solved by military means alone. It needs much
greater assistance for reconstruction, development
and improvement of governance. The
problems are not purely home-grown. Sustainable
peace in Afghanistan depends on the destruction of
the vast terrorist support infrastructure in
Pakistan and the arrest of the Taliban and
al-Qaeda leadership hiding in that country. The Taliban and al-Qaeda have operational
bases in Pakistan’s Balochistan and North-West
Frontier Province, from where they plan attacks
against Afghan security forces and Western troops. This raises the issue of whether more
assistance largely spent on non-development
priorities will actually help to improve the
situation in Afghanistan. A study of donor
policies over the past five years has convinced
many analysts that if the international donor
strategy concerning Afghanistan continues to
operate on the same assumptions, there will be
little reason to expect the security situation to
improve.

The total acreage of maize grown by beef farmers could dwarf that of the dairy industry in the next 10 years, according to a recent report by a leading independent beef consultant. Economic, nutritional and environmental factors point to more farmers including maize in forage rotations. Producing home-grown maize could increase gross margins by up to [pounds sterling]70 a head through a combination of higher dry matter intake, better feed conversion efficiency and higher.

“It’s mostly illegal downloads now,” he said. The fact pirates still thrive in the Balkans will hardly dampen spirits at the Oscar ceremonies. But piracy undermines the home-grown movie industry, which is unable to offer good financial rewards because so few people go the the cinema. Research shows under 20 percent of the 7,5 million people in Serbia went to the movies in 2006. “People don’t have the feeling they are doing anything wrong by buying pirate DVDs and watching them at home,” says Danijela Milosevic of Taramount, which distributes Disney movies here. In 2005, Serbian ‘blockbuster’ “Mi Nismo Andjeli” (We’re No Angels) lost an estimated 400 000 cinema-goers when pirate copies hit the stalls just days after the film premiered in Belgrade, according to its director, Srdjan Dragojevic. Director Miroslav Momcilovic said his 2006 movie “Sedam i po” (Seven-and-a-half), a bitter-sweet take on the sinking of postwar Serbian society, suffered a similar fate.
