"In dealing the terrorism, the government is happy to pursue grand, headline-grabbing gestures, and with it draconian and sometimes counterproductive legislation," David Davis, the home affairs spokesman for the opposition Conservative Party, said via e-mail. "What it seems less willing, or equipped, to do is the grinding, difficult work of eradicating the root causes of this home-grown cancer in our society. "One of the problems is that many Muslims say their mistrust of Britain's policies in places like Iraq and Afghanistan has made them doubt the government, period. "I used to go to a lot of consultation things with the government, going back a couple years," said Joe Ahmed-Dobson, 30, a youth worker and convert to Islam who is the son of Frank Dobson, a former health secretary under Prime Minister Tony Blair. "I don't get involved any more, because I think it's complete rubbish. It's all lip service, all this 'We have to take into account the views of the Muslim community,'" he said.

East London is an area with problems. Drugs, low wages, poor education, high rates of violent crime and single parenthood have resulted in lost youth across all cultures. Sport, music and religion are the perceived escape routes from a life of inactivity or crime. The role models in the area for young people are the footballer Ashley Cole, the rapper Kano and the prophet Muhammad. Can the middle classes truly understand that a teenager without options in life – without stable family support and self-conceived ambitions – might be as easily seduced by religion as by MTV’s sex and bling culture?Muslim preachers reached out to young people on the street. Most days they would set their trestle tables up in front of Walthamstow tube station. From them they sold incense, books, tapes and mobile-phone accessories… Is this a meaningless coincidence? I would say not. The idea that a homogeneously Asian Muslim community of “Walthamstan” has taken over an area of London to pursue a culture of isolationism is erroneous. From ridiculous ricin theories to fruitless raids in Forest Gate and a fatally flawed shooting, in the government’s war on home-grown terror there has been an abject failure to see the wood from the trees. · Vanessa Walters is a novelist and playwright. The arrest of 21 British Muslims for conspiring to blow up airlines crossing the Atlantic underscored, once again, the growing sense of dread and inevitability that is rooted in the home-grown nature of the threat. But what do we really know about these killers among us? We know, of course, the broad outline of their all-encompassing fundamentalism, and we have some vague ideas about al Qaeda as a decentralised network of cells in many countries that seeks to acquire chemical, biological, and perhaps even nuclear weapons. We also know their leaders’ long-term goals: seize power in Muslim countries and attack the Western states that support secular regimes in the Islamic world. Finally, we also know that the leaders of this fanatical tide are few, but now have the sympathy of millions of ordinary Muslims. There have always been fanatical individuals ready to die and kill in the name of their beliefs.

We say was, because it was reportedly slated for closure in 1987 to become the seat of the snappily-titled “Haibei Zang Nationality Autonomous Prefecture Government of Qinghai Province”. That may or may not be the case. Others claim it is still a nucleus of secret weapons research, including home-grown cruise missiles which can be tested on the conveniently-close Lake Kokonor. Environmentalists, meanwhile, continue to fret over the local effects of radiation from dumped nuclear material from the Bureau. And this rather tasty conspiracy theory magnet leads us neatly back to our original black-helicopter-scrambling poser: why has Google chosen to cede Tibet to China? We’ll leave that to you lot to decide, but as the Dalai Lama never said: “I for one welcome our Chinese overlords”.
