The Chinese government is keen to boost the local production of Mandarin-language cartoons and cut the amount of foreign animated programming appearing on Chinese TV. But thechildren can’t get enough of characters like SpongeBob, and Western animated programmes dominate the schedules. Making cartoons is a labour-intensive business and Chinese studios have taken advantage of low labour costs to try to develop a home-grown industry. National and provincial children’s channels are struggling to acquire enough content to meet demand or even fill their own programming schedules. Coming up with the brands has been a problem and there are few Chinese-made cartoons, aside from a handful of traditional tales such as Pilgrimage to the West and some government-financed titles. The first foreign cartoon introduced to China was a Japanese cartoon called Astro Boy in 1981. Since 2004, Sarft has a quota on foreign cartoons, which requires that at least 60 per cent of animated programmes on Chinese television be domestic.

Xcel Ponders $500M Clean-Coal Plant

5 million through 2007, devoted to planning the development of a $500 million “clean coal” plant in Colorado. Home-grown, cheaper than oil and commonly viewed as safer than nuclear power, coal’s drawback is of course its emissions. The plant proposed by Xcel would utilize Integrated Gasification Combined Cycle (IGCC) technology to capture carbon dioxide and inject it underground, sparing lungs and atmosphere alike. Kelly, president, chairman and chief executive of Xcel, declared in a statement that “the development and commercial operation of clean-coal technology is needed in Colorado and throughout our nation. ” He added: “We want to lead the effort to demonstrate that this technology works using western coal at high altitude.
