For much of the day, German police worked with theircounterparts from neighbouring Poland to identify and arresttravelling troublemakers without incident. It was home-grownhooligans who lashed out about two hours before the late eveningkick-off, as police confronted them in a central square. By the time rain began falling after midnight, police said theyhad arrested more than 300 German and Polish hooligans, includingat least 120 Germans in the square. The threat of fan violence had been a theme before themonth-long soccer tournament. To head off trouble, authoritiesacross Europe confiscated passports of known troublemakers,increased border patrols and drew up extensive policing plans forthe dozen cities hosting games. While much of the focus was on the English, Dutch and Polish,some German officials worried about home-grown thugs.

I HEARTILY agree with Chris Waters’s article (Yorkshire Post, June 12) on Yorkshire County Cricket Club. It is more than time to try our younger and home-grown players and stick with them. They are getting a raw deal. They need first-team experience to develop further and this year have got little encouragement. It was another ex-Yorkshire player, in this instance Chris Silverwood, who turned in an excellent bowling performance for Middlesex after he was allowed to leave the county where he was brought up. Why do we waste our money on the replacements from other counties who are not good enough? We have recently lost Darren Gough, Ryan Sidebottom and the aforementioned Silverwood – and there are many members like myself who are angry and exasperated.

“Mr Sampson, Mr Walker and the anaesthetist Sandy Mitchell were arrested five years ago and accused of being responsible for a series of terrorist bomb attacks. Mr Jones was injured in one of the attacks but held for 67 days and tortured before his release. The Saudi authorities claimed the men were part of an alcohol turf war between expatriates at a time when the kingdom was seeking to disguise the extent of home-grown Islamist militancy. Mr Sampson and Mr Walker – who were sentenced to death by partial beheading and crucifixion – and Mr Mitchell made televised confessions which they say were beaten out of them. All three were set free in 2003 without explanation. The case was the first time that the Lords had looked at the issue of whether a foreign country could claim state immunity over civil proceedings brought against its officials for torture. The judgment followed an appeal by the Saudi government against a court of appeal decision in October 2004 allowing the men to sue officials for damages.

The Near East and South Asia regions of globe remain hard hit by terrorism, accounting for almost 75 percent of the attacks and 80 percent of the fatalities last year. Attacks on journalists serving in foreign countries also are on the rise. And observers are noting more frequent occurrences of home- grown terrorist cells here in North America, the Canadian plot being the most recent example. All of this shows that, despite our operational and tactical successes, the root causes of terrorism and the intense ideological motivation behind the phenomenon persist. How then should we go forward? What new forms is terrorism taking? And how are groups changing their tactics? What are their central aims and motivations? And how do we, as a nation, project to effect populations worldwide an image of hope rather than enmity? Does our current strategy sufficiently account for the roles of diplomacy, international exchange, and foreign assistance in this battle so that we can reach Muslims and others who currently hear a message of hate and revenge from within their most radical ranks? And how do we counter, not just Osama bin Laden’s tactics, but enlist support to discredit his strategic plan and vision within the worldwide Muslim community? And how do we artfully use so-called soft power to deny the terrorists their favorite havens of unstable societies and uncontrolled territories? Now, the purpose of today’s hearing is to receive a report from those currently and formerly on the front lines of the U. counterterrorism efforts about how we are doing, how terrorists are adapting and changing their operations, and where we are headed in the short and longer term.
