Telecoms – Telecoms (press release) – Aug 22, 2005
He forecast that China would achieve a mobile penetration of 30% by the end of 2005 and that 3G development could stimulate further economic growth in China. A message from the chairman of the TD-SCDMA Forum confirmed, furthermore, that the Chinese 3G standard (the problems with which many commentators have perceived as one of the key barriers to the issuing of 3G licences in China) was ready for commercialisation, dismissing as groundless the rumours that recent TD-SCDMA tests in June 2005 had faltered. He said that the Chinese home-grown standard had now received extensive support from foreign vendors. He also mentioned that the TD-SCDMA terminal chips developed by four domestic players were ready for commercial use. Despite these positive messages, the MII did not give any indication at the summit as to when exactly 3G licences would be awarded. It is widely accepted now that the two major fixed-line operators China Telecom and China Netcom will be issued with 3G licences in addition to the two mobile operators, but the question as to when and how remains unanswered. Given the guidance from the MII officials, 3G licensing should be on track to take place in time for 3G services to be available for the 2008 Olympics but this could mean licences not being issued until as late as 2007, and Mr Xi said the government would continue to adopt a “reasonable and practical attitude” and suggestions on 3G licensing would be put forward “at the appropriate time”.
